The Government of Catalonia has approved Decree Law 22\/2025<\/strong>, aimed at increasing the resilience of the electricity supply and accelerating the deployment of renewable energy across the region.<\/p>\n\n\n\n

This new regulation comes in response to the blackout of April 2025<\/strong>, which highlighted the vulnerabilities of the current energy system. t updates and strengthens measures previously introduced in June (Decree Law 12\/2025), with the goal of creating a more sustainable, decentralised and secure energy model.<\/strong><\/p>\n\n\n\n

Among its main measures, the Decree introduces:<\/p>\n\n\n\n

    \n
  1. – Simplified administrative procedures<\/strong> for medium-scale renewable installations (100\u2013500 kW) and wind systems for self-consumption.<\/li>\n\n\n\n
  2. – Regulation of battery storage systems <\/strong>for the first time, allowing both hybrid and independent configurations.<\/li>\n\n\n\n
  3. – Urban planning flexibility<\/strong>, enabling renewable and storage projects in industrial areas without modifying the local planning scheme.<\/li>\n\n\n\n
  4. – Recognition of energy communities <\/strong>as public-interest initiatives and creation of the Register of Energy Communities of Catalonia<\/strong>, allowing public entities to grant land use rights for these initiatives.<\/li>\n\n\n\n
  5. – Public participation<\/strong> requirements for large-scale solar and wind projects to increase social acceptance.<\/li>\n\n\n\n
  6. – Improved access and connection procedures<\/strong> to prevent arbitrary denials from electricity distributors.<\/li>\n<\/ol>\n\n\n\n

    These measures are designed to remove key administrative and regulatory barriers<\/strong> that currently slow down renewable energy deployment and the creation of local energy communities.<\/p>\n\n\n\n
